We are looking for a dedicated Field Administration Manager to join our team in the Human Resources department at Medecins Sans Frontières-WaCA.

Objectives
The Field Administration Manager is responsible for the administrative management of international mobile staff files and for monitoring legal obligations, particularly regarding insurance and contractual aspects. This position is also responsible for liaising with other MSF sections and ensuring compliance with local employment legislation in the country of contract.

Main responsibilities
Personnel administration :
Collecting and checking administrative information for mobile staff.
Updating HR databases and ensuring insurance cover.
Payroll management:
Be the focal point for contracting entities and mobile international staff for all procedures relating to the payroll of international staff.
Interdepartmental coordination:
Working with other MSF sections, HR departments and field teams.
Main activités
· Personnel administration; IMS, flying, MIO:
In liaison with the various contracting entities, the Field Administration Manager is responsible for:
Collecting, entering, managing and checking information on IMS staff to compile files.
He/she is responsible for filing administrative documents in IMS individual files and keeping them up to date.
He/she is responsible for managing administrative events:
Ø Before leaving on assignment/beginning of contract: Ensures that the formalities on recruitment are complete and correct: contract, insurance affiliation, checking that scaling is correct; Carries out the administrative briefing for the IMS.
Ø For the duration of the assignment/contact: Manages the administration of amendments, terminations and transfers; Is responsible for the administrative monitoring of holidays, absences, leave, sickness and accidents.
Ø At the end of the contract: Is responsible for the administrative closure of the contract: work certificate, final pay, administrative debriefing of IMSs
· Payroll management :
He/she is responsible for collecting and checking the expatriate's bank details
He/she is the focal point for all matters relating to the payroll of international staff
He/she follows the procedure for requests for salary advances from international staff
· Interdepartmental coordination :
He/she is the focal point for all matters relating to international staff:
With other MSF entities, with other departments and with the field.
Job requirements
Education
· Degree in human resources, employment law or administrative management.
Competencies

Professional experience required
· At least 2 years' experience in HR administration is required, particularly in the management of HR contracts and payroll.
· Knowledge of the international humanitarian environment or other NGOs
Languages Skills
· Working proficiency in English and French
Computer Skills
· MS Office suite (mainly MS Word, Excel and Powerpoint)
