We are looking for an L&D Implementation Manager to support MSF WaCA missions in implementing the L&D strategy, combining coordination at headquarters with on-the-ground support.

Objectives

The Learning & Development Implementation Manager (L&D IM) supports MSF WaCA missions in strengthening learning and development practices through the implementation of the Learning & Development (L&D) strategy at the mission level, in accordance with WaCA’s priorities and quality frameworks.

 

Based at headquarters, the L&D IM contributes to consistent, high-quality learning and development practices across missions by combining design and coordination work at the WaCA level with targeted field deployments focused on implementation support, coaching, and quality monitoring. The position operates on a model that alternates between work at headquarters and targeted field deployments.

 

The L&D IM operates within the strategic framework and priorities defined by the Head of Learning & Development, ensuring overall consistency while adapting their support to specific operational contexts. They also contribute, in line with organizational priorities, to the evolution and structuring of the Learning & Development framework at the WaCA level.

 

This role directly contributes to the sustainable capacity building of teams, the improvement of operational performance, and the preparation of talent for the current and future needs of WaCA missions.

The support provided is tailored to the specificities of each mission, considering operational constraints, security contexts, and local priorities.

 

Main responsibilities

  1.        Implementation of the WaCA L&D strategy at mission level

§  Support missions in the implementation of the L&D strategy and frameworks defined at WaCA level.

§  Translate strategic guidelines into practices tailored to the operational realities of the missions.

Specific tasks

§  Support HR Coordinators and management teams in the design and implementation of mission L&D plans.

§  Ensure that mission L&D initiatives are aligned with WaCA priorities.

§  Identify implementation challenges and propose adjustments within the approved framework.

 

2.        Support for HR Coordinators in the area of people development

§  Build the capacity of HR Coordinators in the areas of people development and learning processes.

§  Serve as a technical resource for the implementation of L&D at the mission level.

§  Work in collaboration with the L&D Manager, providing practical and operational support on the ground.

Specific tasks

§  Provide technical support and on-the-job coaching to HR Coordinators on L&D practices.

§  Support the structuring of training plans, monitoring mechanisms and associated documentation.

§  Contribute to the continuous improvement of people development practices at mission level.

 

3.        Induction as a structured development process

§  Support induction as a progressive process of learning and integration, rather than a one-off activity.

Specific tasks

§  Support the design and roll-out of induction programmes tailored to roles and development needs.

§  Strengthening induction practices that promote early performance, integration and retention.

§  Ensure that induction processes are documented and monitored over time.

 

4.        Support for managers and teams

§  Strengthen managers’ capacity to develop their teams in line with MSF values and operational needs.

Specific tasks

§  Support managers in understanding and fulfilling their role in skills development.

§  Facilitate, where relevant, learning sessions, workshops or coaching sessions.

§  Promote learning-by-doing approaches and reflective dynamics within teams.

 

5.        Learning needs analysis and monitoring

§  Support the identification, prioritization, and tracking of learning needs at the mission level, in alignment with MSF WaCA’s performance management, talent development, and mobility systems.

Specific tasks

§  Support HR Coordinators and managers in carrying out Learning Needs Analyses (LNA).

§  Contribute to the consolidation of data from missions at WaCA level.

§  Support the monitoring and evaluation of training and development activities at mission level.

 

6.        Advisory role in relation to recruitment (strictly post-recruitment)

§  Provide advisory support strictly in the post-recruitment phase, relating to onboarding, induction and development pathways.

Specific tasks

§  Advise HR Coordinators and managers on aspects of the integration and development of newly recruited staff.

§  Contribute, where appropriate, to the pre-departure preparation of International Mobile Staff (IMS) undertaking their first assignment.

§  Does not participate in or influence recruitment, shortlisting, selection or decision-making processes.

 

7.        Quality assurance and feedback loop

§  Contribute to the quality and consistency of L&D practices across assignments.

Specific tasks

§  Monitor the quality of L&D activity delivery during field deployments.

§  Provide structured feedback to the L&D Manager and the Head of L&D.

§  Identify best practices and areas for improvement to inform adjustments at WaCA level.

 

8.        Coordination and contribution to the WaCA L&D framework

§  Contribute to the operational coordination, consistency, and development of the L&D framework at the WaCA level.

Specific tasks

§  Work closely with the L&D Manager on operational and methodological aspects.

§  Share feedback from the field to inform the development of tools, frameworks and approaches.

§  Contribute to the continuous improvement of WaCA’s L&D system.

 

9.        Governance, accountability and scope

§  The L&D IM operates within the WaCA governance framework and contributes to mission-level L&D in close collaboration with HR Coordinators and management teams, without supplanting their roles or responsibilities.

§  Adhere to the frameworks and approaches defined and structured at the WaCA level, without redefining them.

§  Strategic directions and final decisions regarding L&D fall under the authority of mission management and WaCA governance bodies.

§  The position works in tandem with the Recruitment and Pool Management functions at headquarters strictly during the post-recruitment phase, particularly regarding onboarding, induction, and development pathways, and does not participate in recruitment or selection decisions.

§  The L&D IM plays a supportive, influential, and advisory role, without any hierarchical or functional authority over mission teams

§  University degree in Human Resources, Education, Social Sciences or a related field.

Professional experience required

§  A minimum of 5 to 7 years’ professional experience in the fields of Human Resources, Learning & Development or people development,

§  Including at least 3 years in a humanitarian, international or multi-site context, ideally linked to mission environments or field operations,

§  Proven experience in:

o   Supporting managers and teams,

o   Implementing L&D programmes,

o   Change management and capacity building,

§  Experience in a mobile, flying or regional role is a significant advantage
