We Are Looking for: HR REFERENT - REGULAR CELL

Mobility: Up to 20% in the field

Type of Contract: Fixed-Term Renewable

Objectives

To fulfill its mission of assistance to victims of conflicts, epidemics or natural disasters, MSF-WaCA had set up an Cell, based in Abidjan, supporting the different programs.

The HR Referent will be part of the Cell for Regular Missions and will have the role of the HR expert in charge of assisting the Cell in all activities related to interventions by the Cell or through its technical support. MSF field experience is required, especially in urgent, volatile situations which require rapid intervention and agile procedures.


Main responsibilities

Operational

  • In collaboration with the Cell members advice on necessary policies, tools and procedures in contexts,
  • Maintaining a regular relation with the other Operational Centers (OCs) present in the context (if any) to ensure conformity and HR quality,
  • Participate in setting up and review/update of the Cell strategy, the objectives and the budgets of the interventions,
  • Advise the Cell on the HR required to implement the operational plan,
  • In collaboration with the Finance focal point, ensure the coherence of the HR budget with activities and follow up with the HR Coordinators and/or HR Manager,
  • As technical HR Referent, ensure the implementation of HR standards and HR management framework of MSF WaCA (policies, procedures, tools) by the missions,
  • Define with the HR Coordinators (HRCO) and/or HR Managers the objectives and HR priorities,
  • Analyze information coming from the field (sitrep, mails, organigrams, etc) and provide feedbacks,
  • Facilitate the rapid and efficient response
  • Support regular missions in defined the HR strategy with the support and guidance of HROps

Support and Technical expertise

  • Participate or review the Missions HR strategy and provide inputs or feedbacks to the field
  • Organize regularly field visit for supervision and assessment of HR management and organization,
  • Take a critical look on HR needs expressed by the field in order to ensure that HR set up matches to the operational needs,
  • Coordinate and advise the definition of the organigrams missions with the HQ operations members,
  • In collaboration with the team on the ground, the recruitment team of WaCA and HROps , ensure to fill the positions to serve better the Projects by optimizing the balance between the operational need and the career path,
  • Facilitate the matching process of international mobile staffs (IMS) and ensure that all information required to guarantee the matching process are available for the Recruitment & Pool management team
  • Ensure the implementation of HR management framework consolidated in the fundamental documents (field HR management guideline, HR fundamentals, employee handbook, local labor laws),
  • Contribute and participate to the development of standards and HR management framework,
  • Advise and ensure the implementation of appraisal performance process,
  • Ensure the identification and the follow up of key national staff within the Projects and/or Missions,
  • Together with the HRCOs and the recruitment & pool management team proceed proactively to the identification of national/ regional mobility pool available for response,
  • Propose and implement an HR & Admin tool kit,
  • Participate in the identification of trainings HR needs and the measures to respond,
  • Participate in the prevention of the stress management, conflict management, inappropriate behavior, advise and accompany the HRCo and/or HR Managers in the management of complicated cases taking in consideration the context, security (upon directions of the Field Coordinator) cultural awareness,
  • Ensure the living and working conditions are adequate and validate leave policy, accommodation and the Welcome file for each mission and ensure the follow up and the implementation,
  • Brief and debrief the staff deployed to projects/missions managed by the Cell,
  • Responsible for recording and assigning IMS in the HRIS

Communication

  • Communicate regularly with the HRCo and formalize any decision by writing,
  • Ensure the regular assessment of the HR situation of the missions by using the monthly HR reporting and the template of HR fundamentals,
  • Produce and participate to the analysis of statistics and KPIs of his missions,
  • Share and capitalize field HR experiences with the HR Ops team,
  • Participate to the relevant meetings for the HR department (internal or external to WaCA), related to the Cell’s mandate

Others

  • When required, temporarily gap fill the positions of HR Coordinator / Managers

Job requirements

Education

  • A Diploma in Human Resources or in psychology, social science and or humanitarian development;
  • Equivalent combination of education, training and experience will be considered

Professional experience required

  • Minimum 12 months field experience as HR Co, Project Coordinator.
  • Experience in the opening of missions / new countries (recruitment, administrative registration, development and implementation of HR policies);
  • Experience in missions is necessary.
  • Elaborating HR policies and tools from scratch
  • Good knowledge of HR tools and HR fundamentals.

Languages Skills

  • Working proficiency in English and French

Computer Skills

  • Proficiency and excellent knowledge in computers and Microsoft office (Excel, Word, PowerPoint, …) and other HR software (Homere, Workday, Microsoft Dynamics 365 etc).
