Objectives
MSF Waca's HR objectives are to harmonize our policies to promote the empowerment of our field teams. The objective of the Administration & HR Policies Referent position is to help our field teams to achieve their objectives. HR policies (staff by-laws, internal regulations and associated documents, HR policies, management of HR contracts, management of complex disciplinary cases or collective claims/strikes and anticipation of individual and collective disputes in liaison with the Legal Unit) is to maintain and develop coherent, effective HR management in the field, taking into account the organization's various imperatives (operational, social, financial, international, legal, etc.).). It is part of the dynamic of the Field HR Tools and Policies unit, whose role is to provide technical support to the field teams, in addition to the RHOPs, whose strategic role is to support and coach the CORHs in their missions. The unit's objectives are as follows:
· Optimize HR support for operational needs with appropriate HR policies and tools
· Support missions in developing mechanisms to prevent, detect and address HR risks
· Build team capacity and transfer skills to the field
· Improve HR data management and analysis
· Simplify internal standards and make them accessible
Main responsibilities
The Administration & HR Policies Referent must independently:
· Provide technical support in Administration & HR Policies to WaCA operations (Unit and missions).
· Analyze the legal risks involved in managing HR policies and administration, and provide an objective, critical assessment of lawyers' recommendations.
· Analyze problems in the field of HR Administration and Policies and propose solutions for modification and implementation in relation to operational objectives (of the mission and the unit), with HR objectives and other MSF sections in the mission country.
· Provide technical support in Administration & HR Policies and training for administrative/HR staff.
· Assisting/supporting the HRCo in monitoring and developing administrative activities and HR policies in each mission and pass on skills/knowledge to those directly involved in managing HR Administration & Policies on assignment.
· Technical referent for revisions of the Internal Regulations and related documents in the field, in liaison with the referents of other sections present in the country.
· He/She is the internal reference for all questions related to HR policies in the field of Administration & HR Policies and supports the unit manager in relaying information to the intersection.
· Actively support HRops and HRCos in the development of HR strategies on HR Admin & Legal issues.
· Assisting the HRCo in establishing a legal watch in the field of Administration & HR Policies in WaCA missions and
· Participates in proposing adjustment actions to HRops and HRCos according to identified needs (via fundamental tools, audit...).
Field Visit:
As this position is intended to provide support for missions, travel is required for missions or to provide decentralized training.
Provide HR technical support for missions
Operations support:
· S/he is the technical contact for HRCo & HRop, on all issues related to HR policy, HR administrative management and legal risks associated with personnel management (policy, methodology, tools and technical questions), including HR intersection themes.
· S/He Supports operations (HRCo & HRops)
· S/he Liaise with lawyers and provide critical and objective analysis of recommendations in line with MSF HR principles
· S/he direct contact with the Legal Unit
· S/he analyzes field requests and HRops needs and proposes solutions for adaptation and improvement.
· S/he supports and makes proposals for the implementation of HR policy in the field in its area of expertise.
· S/he is in relation with the unit manager, is the international contact for HR administration and policy issues, particularly in the case of joint HR projects.
· S/he Regularly analyzes data from the field (reports, indicator monitoring, fundamentals, etc.) and provides technical advice and appropriate recommendations.
Technical support and knowledge transfer
Employee support :
· Employee training and design/revision of training modules
Ø Conduct briefings for new HRop department staff at headquarters and for people in charge of HR /FIN management in the field (project administrators & deputy HRCo, HRCo, deputy Fin/HRCo and Fin/HRCo, ...), for HR policies, HR administration management & related HR legal aspects.
Ø Design and revision of HR training modules on HR policy, management of HR administration & legal aspects, management framework for field employees (WaCA or intersection training, according to planning).
· Update HR technical tools (WaCA and Intersection) or create new ones as needed in your area of expertise.
Ø Revision of field monitoring tools (...)
Ø Development of simplified HR Sheets & Guides for field HR administration and regular updating of existing tools (HR management Guideline).
· Active contribution with the unit coordinator to the Knowledge management project, Kompas, to ensure that HR documentation is available for assignments.
Internal technical reference and intersection within its perimeter
HR department support:
· S/he proposes and responds autonomously, in conjunction with the Unit Manager, to all issues relating to the revision of HR policies and the management of legal aspects linked to personnel management.
· S/he participates in the development of HR fund files via working groups
· S/he participates, at the request of the Unit Manager, in the development of other HR files/projects.
· Actively participates in defining intersectional HR policies
Communication
· S/he participates in unit and field HR department meetings
· S/he participates in various training sessions and regional workshops organized on the theme of Administration and HR Policies, where appropriate.
Other
Contributes to other cross-functional projects at the request of the Unit Manager
Participates in the life of the unit (back-up, background files...)
Job requirements
Education
· Training in management / administration / HR/ labor law or legal training
Competencies
· Knowledge of Human Resources Management
· Analytical skills
· Development of policies and procedures
· Knowledge of labor law
Professional experience required
· Minimum 2 years' experience in HR management Minimum 12 months' field experience MSF or NGO with HR responsibilities Experience in legal risk analysis
· Experience in tool development is an asset.
Languages Skills
· Working proficiency in English and French
Computer Skills
· MS Office suite (mainly MS Word, Excel and Powerpoint)
