Objectives
Responsible to set MSF WaCA Learning and Development Unit (L&D) by proposing an optimum learning and career evolution environment for MSF Responsible to MSF WaCA global workforce (HQ and field teams).
o Define, develop and implement a L&D framework of MSF WaCA
o Develop standard activities and Baseline documents
o Ensure the needed partnerships / mutualization with existing MSF entities
o Ensure needed partnerships with external entities
Main responsibilities
1- Global workforce Career Development
Designs, implements and promotes L&D programs for MSF WaCA global workforce (HQ and Field teams) and supports the head of department in finding the best internal talents. Propose specific programs to develop the leadership of current managers and to spot the talent/potential of young graduates who are joining the organization and work towards providing a career path to accompany them in their journey to become future WaCA leaders.
Specific Responsibilities:
-Set up Career strategy based on MSF WaCA core priorities:
o Mobility between the field and HQ, as well as within the broader MSF movement
o Self-development through challenging project is the core source of motivation of MSF WaCA Staff: the market price of the employee should increase on yearly basis.
Develop and lead the implementation of the L&D policies / tools
Connect the L&D strategy with WaCA operational and HR Strategies
Set, Lead, manage and develop the L&D team
Set the schedule of L&D activities during the year and vision N+3 that includes plans for specific persons ensuring a proper liaison with MSF WaCA Operational needs and objectives also integrating individual capacity building objectives linked to each employer personnel career aspiration inside or outside MSF WaCA
Lead the development programs for specific groups of employees and talents/ potentials
Help HQ team leaders and missions Coordinators develop their team members through career pathing
Regularly assess L&D programs results
Lead strategic organization wide projects focused on the development of high potentials and young leaders
WaCA Learning environment
Make the most out of people’s talents and help them develop their full potential with focus on the needs of the WaCA operational priorities and in link with their individual needs.
Specific Responsibilities:
Develop MSF WaCA Core learning package
Develop MSF WaCA specific learning strategy to respond to the learning needs
Create WaCA specific L&D guideline and training policy
Define and promote WaCA specific learning strategy and program to respond to the learning needs identified in link with Operational organization’s key objectives and with individual development ambitions.
Assess and understand fully various departments in MSF WaCA and their specific training requirements
Collaborate effectively with Head of Performance to see any KPI to impact in the training
Design different assessment procedure, methodology and tools such as Learning Need Assessment (LNA)
Define, promote and implement various learning methods as well as development activities and tools (e.g. coaching, mentoring, job shadowing, online training, classroom training, workshop, peer learning ...;)
Propose WaCA training catalogue (in person trainings, online trainings, training platforms)
Assess and find necessary providers and partnerships inside or outside MSF
Collaborate effectively with relevant stakeholders (WaCA leaders, other MSF sections, third-party providers) in terms of trainings, coaching and other development tools
Monitor the application of learning within the organization while developing tools and monitoring system to enhance the process.
Define, promote and enforce the induction and onboarding guidelines for WaCA
Lead the design of Learning need assessment methodology / tools and provide technical support to the field teams in the learning and need assessment
Support and develop specific trainings and capacity building for HQ team leaders and missions Coordinators
Measure the L&D effectiveness with Training Analytic metrics or tools
Collaborating with the head of departments in defining and consolidating L&D annual plan and budget
Tracks budgets, negotiates contracts, build and maintain relationships with third-party training providers
Act as the principal point of contact for anyone with questions about training and development
Stay abreast of the latest development in learning trends, changes in learning theory and development in learning technologies
2. Others
Actively take part in intersection L&D discussions
Support the development and implementation of partnerships across the movement and with relevant external partners
Contribute actively to any transversal project when requested by the HR Director
Job requirements
Education
The candidate must hold minimum a bachelor’s degree in human resources, Business, Psychology, Education, Management or Learning and development or other relevant major
Competencies

Good knowledge of learning tools and platforms
Analytical thinking and synthesis ability
Strong organizational skills

Professional experience required
The candidate must have a minimum of 5 years' experience in a learning and development / career management function (in the field and/or at headquarters).
An experience in the field of education including designing training curriculum is an asset
Languages Skills
Working proficiency in English and French (Mandatory)
Computer Skills
Proficiency and excellent knowledge in computers and Microsoft office (Excel, Word, PowerPoint, …)
Familiarity with e-learning platforms
