Objectives
Under the supervision of the HR Director, the Head of HR & Administration oversees the strategic and operational management of Human Resources and Administration at the MSF WaCA headquarters.
He/she ensures the implementation of HR policies and procedures, legal and organizational compliance, talent development, and the effective management of administrative, internal logistics, and travel services.
He/she is also accountable for the HR Information System (HRIS), ensuring data reliability, process consistency, and optimization of system functionalities.
In addition, he/she contributes to strengthening and structuring the HR function at headquarters within a context of growth and transformation, promoting a collaborative,inclusive, and mission-driven work environment in line with MSF WaCA’s values.
Main responsibilities
I. Strategic and Organisational Management HR & Administration
· Contribute to the finalisation, implementation, dissemination and adoption of HR and administrative policies.
· Set up a system for collecting and analysing feedback to optimise future policy revisions.
· Develop and implement a strategy and timetable for implementing the new job and remuneration grid (Global Grading Framework), defining the necessary resources.
· Ensure the consistency of HR processes with HR strategy and MSF standards.
II. Employee Life Cycle Management (Headquarters)
· Ensure consistent, seamless, and strategic management of the entire employee life cycle at headquarters, from recruitment to departure.
· Ensure harmonized recruitment processes that comply with standards.
· Oversee onboarding: Welcome Pack, mandatory training, policy sign-offs, buddy system, probation period follow-up.
· Manage the performance management system (objectives, mid-term reviews, annual evaluations).
· Identify development needs and implement a headquarters training plan.
· Promote internal mobility and talent development.
· Contribute to the WaCA HR culture through internal initiatives (communication, feedback, recognition, well-being).
· Strengthen social dialogue and employee engagement.
III. Administrative management of head office staff
· Ensure proper management and quality of personnel administration services.
· Guarantee the integrity, validity and confidentiality of contracts and contractual documents.
· Ensure that contracts under Ivorian law comply with local legislation.
· Set up and monitor administrative mechanisms (job descriptions, probationary periods, evaluations, amendments, etc.).
· Check and validate the payroll for head office staff.
· Be the focal point for all insurance-related issues (renewals, competitive bidding, internal communication).
· Advise managers on team management, legal constraints and adaptation to new regulations.
· Contribute to social dialogue with employees and their representatives.
IV. Legal framework and compliance
· Actively monitor legal obligations under Ivorian labour law.
· Ensure compliance and simplification of internal procedures.
· Maintain relations with the Labour Inspectorate and consult regularly with the Legal Advisor.
· Collaborate with Safeguarding and Compliance to ensure a safe working environment that complies with ethical standards.
V. HR information systems, data and indicators
· Be accountable for the HR information system: administration, configuration, updating, data quality and integrity.
· Manage functional developments in Odoo in line with the organisation's needs.
· Train and support users (managers, HR team, other departments) to ensure optimal use.
· Design and monitor dashboards with key performance indicators (KPIs) to guide decision-making.
· Ensure the integrity and accessibility of HR archives and data.
VI. Budget management
· Compile data for the preparation and monitoring of the head office's HR budget.
· Manage and monitor budget lines related to travel, fringe benefits, insurance and buildings.
VII. General administration and internal services
· Supervise the administrative services of the head office (reception, mail).
· Supervise service/consultancy contracts
· Supervise travel management (ticketing, accommodation, visas).
· Optimise the management of material and budgetary resources.
VIII. Team management
· Supervise and manage the Administration and HR team at headquarters.
· Regularly assess the organisation and workload, propose adjustments or restructuring.
· Develop the team's skills through coaching and continuous training.
Job requirements
Education
· Master’s degree in human resources management, Administration, Labour Law or a related field.
Competencies
· Strong knowledge of the legal framework in West and Central Africa is a major asset.
· Proven experience in change management.
· Demonstrated experience in contract and payroll management.
Professional experience required
· Minimum of 7 years of experience in HR management, including at least 3 years in a similar role.
· 5 years of experience as an MSF Coordinator strongly desired, or within an international NGO (mandatory).
· Proven experience in administrative management, general services, and travel coordination.

· Working proficiency in English and French (Mandatory)
Computer Skills
· Excellent command of HRIS tools and the Microsoft Office Suite, particularly Excel (advanced level).
