We are looking for a Head of Unit Recruitment & Pool Management to join our dynamic team at Médecins Sans Frontières-WaCA, in the Human Resources department.

Objectives

The Head of Unit, Recruitment & Pool Management (R&PM), leads a team of Recruiters and Pool Managers to ensure effective sourcing and matching for both International Mobile Staff (IMS) in the field and HQ staff. This role oversees the full recruitment lifecycle. For IMS, it includes pool management, career advising, and professional development. The Head of Unit will drive innovative approaches to talent acquisition, retention, and workforce planning, ensuring WaCA’s capacity to respond to operational demands with a competent and diverse workforce.

Main responsibilities

  1. Strategic Leadership

·       Develop and implement a comprehensive recruitment and pool management strategy aligned with MSF WaCA’s operational priorities.

·       Lead and mentor the team of Recruiters and Pool Managers to achieve organizational and departmental objectives.

·       Monitor trends and best practices in recruitment and workforce planning to ensure WaCA remains competitive and innovative.

2. Recruitment Oversight

·       Supervise and guide the recruitment team in sourcing, interviewing, and onboarding candidates for field (IMS) and HQ positions.

·       Ensure the recruitment process is efficient, inclusive, and compliant with MSF policies and standards.

·       Develop creative sourcing strategies to attract high-caliber candidates, including underrepresented groups and diverse talent pools.

·       Maintain and enhance applicant tracking systems to ensure data integrity and accurate reporting.

3. Pool Management

·       Ensure the alignment of operational needs with pool capacities in terms of quantity and competencies.

·       Oversee statistical analyses of pools to anticipate short- and long-term workforce requirements.

·       Collaborate with technical referents to develop and maintain pools that meet the evolving demands of field operations.

·       Facilitate the integration of global workforce solutions, including international staff, mobile national staff, and HQ personnel.

4. Team Supervision and Development

·       Provide coaching, performance evaluations, and development plans for team members to enhance their professional growth.

·       Foster a collaborative and inclusive team culture, emphasizing innovation and solution-oriented approaches.

·       Ensure continuous learning and development opportunities for the team, aligned with MSF WaCA’s mission and values.

5. Career Advising

·       Design and implement career development frameworks to support IMS retention and professional growth.

·       Conduct career management interviews for IMS and collaborate with L&D Unit on individual development plans that balance organizational needs and employee aspirations.

·       Oversee talent assessment processes and ensure alignment with MSF’s training and development programs.

·       Promote diversity, equity, and inclusion in career progression and talent management.

6. Stakeholder Collaboration

·       Build strong relationships with MSF sections, regional hubs, and other partners to facilitate knowledge sharing and resource alignment.

·       Serve as the primary point of contact for HR-related queries regarding recruitment and pool management.

·       Represent WaCA in international HR forums and working groups to contribute to global HR strategies.

 

Job requirements

Education

·       Master’s degree in human resources management, Business Administration, or a related field.

Competencies

·       Strong leadership and team management abilities.

·       Excellent organizational and project management skills with the ability to manage multiple priorities.

·       Advanced interpersonal and communication skills, with a focus on cultural sensitivity and inclusivity.

·       Proficient in HR information systems, applicant tracking systems, and Microsoft Office Suite.

Professional experience required

·       Minimum of 7 years of professional experience in recruitment, pool management, or talent acquisition.

·       At least 3 years in a leadership role, managing teams in international and multicultural environments.

·       Demonstrated experience in workforce planning, talent development, and diversity initiatives.

·       Experience in the humanitarian or NGO sector is highly desirable.

Languages Skills

·       Working proficiency in English and French

Computer Skills

·       MS Office suite (mainly MS Word, Excel and Powerpoint); sharepoint
