Objectives

Health information management encompasses a series of activities and responsibilities ranging from collecting data from patients, encoding it into databases, to producing analyses used by clinicians, epidemiologists, and operational managers to guide clinical activities and humanitarian operations. Strategic operational, medical, and humanitarian insights are generated from relevant, clean, and high-quality data. In addition to the importance of data described above, it is also essential for accountability to our patients, the communities we serve, donors and our partners.

Within the MSF WaCA medical department, the eHealth unit is responsible for the design, deployment and maintenance of health information systems (HIS). It supports our operations, both at project and headquarters levels, in the collection, processing and use of medical data, in line with project objectives and WaCA’s overall strategic ambitions.

 

As a Mobile eHealth Implementation Officer, you will be part of the eHealth team and will work primarily in the field. You will support all aspects of the design and implementation of tailored health information systems that enable the effective capture, transmission, analysis and visualization of medical data. While acting as the main on-site support for projects, you will also provide general expertise and assistance to HIS users at headquarters. This role also includes the implementation of new digital health solutions and systems within our projects.

Main responsibilities / Activities

  1.       Harmonization and standardization of HIS content:

  •        Ensure consistency of HIS data models with medical content

  •        Contribute to updating the HIS data model and the technical documentation of indicators.

  •        Participates in the review and modification of HIS content.

2.        Provided support for project data management.:

  •        Facilitate field projects to develop best practices in data management processes and propose improvements where appropriate.

  •        In close collaboration with the DHIS2 Implementer, ensure that standardized paper-based data collection tools are shared with field projects.

  •        Provide support to field teams in the creation and maintenance of medical and operational dashboards, as well as other relevant interventions.

  •        Offer methodological support and/or assist in the proper use of HIS for monitoring and documenting programs as needed.

  •        Assist project teams in producing regular standardized activity reports using DHIS2.

  •        Support projects to ensure implementation and adherence to best practices in data protection.

3.        Implementation & Change management:

  •        Co-lead the deployment of eHealth solutions in the field with a structured plan, in collaboration with the DHIS2 Implementer.

  •        Document lessons learned during implementations and provided structured feedback for change management purposes.

  •        Participate in the initial review of system configuration and output displays after commissioning and identify necessary changes or improvements.

  •        Gather user feedback and requests for improvements to adapt the system to project needs.

 

4.        Capacity Building / Training:

  •        Identify the training, coaching, and professional development needs of staff involved in medical data and project management.

  •        Contribute to the development and updating of training materials whenever required.

  •        Deliver training to project users and headquarters staff on supported eHealth applications/tools, as well as on the general management and use of data.

Job requirements

Education/ Qualifications/ Pre-requisites

  •        Medical or nursing degree

  •        Master’s degree in health informatics, biostatistics, epidemiology, public health, or any other equivalent qualification

  •        Training certificate in DHIS2 (Level 1 or 2)

Professional Skills/Aptitudes

  •        Solution-driven and ability to deliver within strict timelines

  •        Excellent oral and written communication skills

Professional experience

  •        At least two years of professional experience in health informatics, as an eHealth specialist, eHealth project manager, medical data manager, HIS manager, or any other equivalent position.

  •        One year of experience as an IMS or LHS supporting multiple projects.

  •        At least two years of professional experience in training facilitation, ideally in health or digital technology, as a capacity-building trainer or facilitator.

  •        Experience in training trainers is desirable.

  •        Experience in applied epidemiology in developing countries is an asset.

At least two years of proven experience in implementing DHIS2 in the field, as an HIS officer, data manager, or DHIS2 implementer.

Language skills (Required)

  •        Working proficiency in English and French

Computer skills

  •        Knowledge of open source data collection and management tools: DHIS2, ODK, ODOO, OpenMRS, Bahmni, mHealth, etc...

  •        Knowledge of Python and R for data processing and analysis

  •        Knowledge of data visualization tools such as DHIS2, Tableau, PowerBI

  •        MS Office suite (mainly MS Word, Excel and Powerpoint)
