Context

Médecins Sans Frontières is a private, international, non-profit humanitarian organisation whose mission is to provide medical assistance to populations in crisis situations, without discrimination and regardless of race, religion, gender, belief or political affiliation.

 

Médecins Sans Frontières – West and Central Africa (MSF WaCA) is an operational centre of the MSF movement that develops and implements medical and humanitarian interventions in West and Central Africa. The Migration programme aims to meet the health and protection needs of migrants in transit and in vulnerable situations through medical and psychosocial support and active advocacy.

 

MSF operates in three main contexts:

ü  In Mauritania: medical and psychosocial care on arrival, follow-up of survivors and community support, training support for those involved.

ü  In Senegal: medical support and protection for migrants in transit, advocacy for access to healthcare and dignity, and training support for local actors.

ü  In the United Kingdom: medical, social and legal support for migrants and asylum seekers in precarious situations, advocacy on restrictive migration policies.

 

The position of Head of the Migration Unit has been created to strengthen the consistency, quality and coordination of these interventions and to develop solid regional expertise within MSF WaCA.

Objectives

The Head of the Migration Unit is responsible for:

 

·       Ensuring the strategic, operational and programmatic management of the Migration programme in its various contexts of intervention (Mauritania, Senegal, United Kingdom).

·       Guaranteeing the relevance and medical and technical quality of interventions.

·       Developing and harmonising tools, protocols and guidelines to improve the medical, psychosocial and protection response.

·       Supporting other MSF WaCA operational units when working with migrant populations.

·       Promote the capitalisation, transfer of skills and development of migration expertise within MSF WaCA.

Main responsibilities

  1.        Strategic and operational management :

·       Define the strategic priorities of the Migration programme in collaboration with field and headquarters teams.

·       Oversee implementation and ensure that operational and medical objectives are met.

·       Ensure consistency between the various projects and their alignment with the MSF WaCA strategy.

·       Adapt interventions to changes in migration contexts (routes, policies, protection risks).

2.        Team management and coordination

·       Supervise and support project coordinators and field management teams.

·       Ensure smooth communication between the field and headquarters and promote inter-mission capitali-sation.

·       Coordinate with the medical department and technical departments.

·       Provide support to other units in the event of interventions involving migrant populations.

3.        Monitoring, evaluation and reporting

·       Develop and implement appropriate monitoring and evaluation tools.

·       Produce regular consolidated reports (monthly, quarterly).

·       Monitor and analyse medical, psychosocial and protection activities.

·       Validate and analyse indicators with field teams.

·       Capitalise on lessons learned and adjust the strategy.

4.        Representation, COMM and advocacy

·       Represent MSF WaCA to partners, local authorities and coordination platforms.

·       Develop and maintain a network of relevant external actors (NGOs, UNHCR, IOM, health authorities, SOS Méditerranée, CR SN, CR MAU, etc.).

·       Contribute to the formulation and implementation of advocacy strategies adapted to the intervention con-texts.

·       Participate in the Inter Desk Migration and other MSF movement platforms and externally (EU, etc.).

·       Develop communication strategies with the COMM officer.

5.        Expertise, tool development and capitalisation

·       Develop, adapt and disseminate protocols, guidelines and operational tools to improve the quality of in-terventions.

·       Ensure the consistency of the medical component with the recommendations of the medical department.

·       Advise and support coordination teams (heads of mission, medical coordinators, project coordinators).

·       Contribute to operational research projects.

·       Improve emergency preparedness, particularly for shipwrecks and operations at sea.

·       Capitalise on best practices and innovations to strengthen MSF WaCA's expertise.

6.        Skills transfer

·       Identify high-potential profiles and contribute to their professional development.

·       Train, coach and support staff on the specificities of the Migration programme.

·        Participate in defining and disseminating strategies and tools related to emergency preparedness (E-prep, emergency kits, etc.).

Job requirements

Education

·       Medical or nursing degree (or equivalent).

·       Expertise/training in the following areas: migration, protection, mental health, medical and humanitarian emergencies.

Professional experience required

·       Proven experience (7–10 years) in managing complex humanitarian programmes.

·       Complex.

·       Field experience as Medical Coordinator and/or Head of Mission with MSF (at least 3 missions, including one in an emergency context).

·       Significant experience in migration or protection programmes.

Knowledge

·       Adaptability, availability and responsiveness in emergency situations.

·       Ability to define appropriate medical and operational strategies.

·       Ability to anticipate, plan, negotiate and represent.

·       Ability to analyse, synthesise and innovate.

·       Interest in medical-operational research and medical advocacy.
