We Are Looking for: INFORMATION SYSTEM MANAGER

Position Based in: Abidjan, HQ

Mobility: All WaCA’s Interventions Zones

Type of Contract: Fixed-Term Contract under Ivorian law; Renewable

Position to be filled: JUNE 2026

Objectives

§  Lead the management and optimization of HQ and mission-wide IT Enterprise systems.

Main responsibilities

§  Ensure system security, uptime, and performance.

§  Align local systems with MSF SITS global platforms.

§  Supervise backups, DR planning, and systems roadmap.

§  Overseeing the functional resource management and training needs

§  Systems Lifecycle management including continual review of lifecycles

§  Coordination and Management of system Licensing and support contracts

§  Systems Vendor and Supplier Management

§  Work with the Head of IS to establish technical requirements of the application suite as well as imolementing, maintaining and upgrading existing systems

§  Work with the Security team to ensure secure configurations and administrative practices are implemented with systems

§  Work with the Support Team on overlapping matters as well as 3rd party application support contracts

§  Create and maintain system integrations and data driven reports

§  Create and file all system documentation

§  Develop and implement system policies and processes that all systems should operate in compliance with organizational and regulatory best practices

§  As required, work on projects based technical input, including:

o   Planning and implementing new systems, or in project teams, as the systems expert.

o   Bringing insight into a project team regarding system selection and management, to best fulfill project objectives provided by the project team in question

o   Be the primary point of contact for all system related matters in MSF WaCA

Job requirements

Education

Bachelor’s Degree (required): Computer Science, Information Technology, Information Systems, Computer Engineering, or a related field.

Master’s Degree (preferred): Information Systems, Information Technology Management, Computer Science, or an MBA with a focus on Technology/Information Systems

Competencies

§  Strong analytical and problem-solving skills, with a detail-oriented mindset.

§  Ability to effectively manage multiple priorities in a fast-paced, cross-cultural environment.

§  Team leadership experience or demonstrated ability to lead technical teams is an added advantage.

§  Strong communication skills, both verbal and written, with the ability to explain technical concepts to non-technical stakeholders.

§  Strong understanding of IT security protocols and secure system configuration.

Professional experience required

§  Minimum 6 years of experience in systems administration, or cloud system management.

§  Demonstrated experience with:

o   Windows Server environments

o   Microsoft 365 (including O365)

o   Azure Cloud services

o   Mobile Device Management (MDM) Tools

§  Experience in system documentation, process development, and compliance enforcement.

§  Proven experience managing system licensing, vendor relationships, and support contracts.

§  Experience in system integration and application lifecycle management.

§  Experience working in an NGO, humanitarian, or international development context is desirable.

Languages Skills

·       Working proficiency in English and French (Mandatory)

Computer Skills

·       MS Office suite (mainly MS Word, Excel and Powerpoint)
