We Are Looking for: OPERATIONAL LOGISTICS REFERENT

Type of Contract: Fixed-Term Renewable

Objectives

The Operations Logistics Referent (RLO) reports directly to the Unit’s Programme Manager. He/She provides support to the programmes in all their logistics activities. The RLO’s role is primarily operational, but his or her experience and understanding of operations make him/her an important member of the mission support unit.

Main responsibilities

  • As a member of the mission support unit, he or she helps to define objectives and the operational and budgetary strategy, ensuring technical and logistical feasibility through the appropriate sizing of teams, equipment and materials.

  • He or she is an integral part of the Logistics and Supply Chain teams and, in this capacity, contributes to the department’s dynamism.

Specific Responsibilities

  • He/She supports and anticipates technical and logistical activities and ensures that the logistical basics (BASICS) are applied.

  • He/She is also responsible for ensuring that logistics, supply chain, procurement, finance and HR policies and procedures are applied within their area of responsibility.

  • He/She is responsible for facilitating internal and external control and audit procedures relating to programmes and at head office.

  • He/She ensures, in support of project teams, that equipment and property assets are appropriately scaled and used in accordance with best practice.

  • He/She promotes and facilitates the implementation of technical activities aimed at improving the impact of medical programmes on beneficiaries (EHA, distribution, construction, accessibility, environment, etc.).

  • He/she may be deployed on an ad hoc basis to support programmes, depending on peaks in activity, emergencies or exploratory missions.

  • He/she supports the formalisation and review of emergency preparedness plans (EPREP) in collaboration with the regular Cell teams.

  • He/she participates in the analysis of the context and risks and proposes technical adjustments where necessary.

  • He/she acts as the liaison for logistical communication between the department and the mission support unit.

  • He/she capitalises on logistical experience within the mission support unit.

  • He/she ensures the consolidation of logistical activity reports (activity timeline…)

Job requirements

Education

  • Higher education at least. Technical training a plus.

  • Experience in technical project management and team management is a strong asset.

Professional experience required

  • Minimum 3/5 years' experience with MSF in logistics management/coordination positions

  • Several years' experience in MSF logistics or a similar NGO

  • Mastery of MSF logistics basics

  • Experience in managing difficult security situations

  • Good ability to analyze emergency situations and propose logistical strategies

  • Good understanding of the political mechanisms of conflicts and emergencies

  • Good communication skills

  • Ability to plan and implement logistical support.

  • Experience in coaching and managing teams.

Languages Skills

  • Working proficiency in English and French

Computer Skills

  • MS Office suite (mainly MS Word, Excel and Powerpoint)

  • MSF IT tools knowledge (Sindy 4, SIRA, Memo, Unifield…)
