We Are Looking for: HR REFERENT - REGULAR CELL(RE-OPENING)

Position Based in: Abidjan, HQ

Mobility: Up to 20% in all of MSF-WaCA intervention context

Type of Contract: (1 Year) Fixed-Term Contract under Ivorian law; Renewable

Objectives

To fulfill its mission of assisting victims of conflicts, epidemics, or natural disasters, MSF-WaCA has set up a Cell based in Abidjan that supports various programs.

The HR representative will be part of the Cellfor regular missions and will serve as an HR expert responsible for assisting the Cell.

Main responsibilities

Operational

  •          Maintain regular contact with other Operational Centers (OCs) in the context (if any)

  •          Participate in the implementation and review/update of the Cell’s strategy, objectives, and intervention budgets

  •          Advise the Cell on the human resources required to implement the operational plan

  •          In collaboration with the Finance focal point, ensure that the HR budget is consistent with activities and follow up with HR coordinators and/or the HR manager.

  •          As the technical HR advisor, ensure the implementation of MSF WaCA's HR standards and HR management framework (policies, procedures, tools), advising on any necessary adaptations to the context.

  •          Analyze information from the field (sitrep, emails, organizational charts, etc.) and provide feedback.

 

 Support and Technical expertise

  •          Participate in the mission's human resources strategy

  •          Organize regular field visits

  •          Analyze mission setups and ensure consistency between resources and needs

  •          In collaboration with the field team, WaCA's recruitment and Pool management team, and HROps, ensure that positions are filled

  •          Facilitate the International Mobile Staff (IMS) assignment process and ensure that all necessary information is available to the recruitment & pool management team

  •          Responsible for recording IMS assignment requests in the HRIS.

  •          Contribute to and participate in the development of human resources standards and a management framework

  •          Advise on and ensure the implementation of the performance appraisal process

  •          Identify and monitor key national staff within projects and/or missions

  •          Propose and implement an HR and administrative toolkit

  •          Participate in identifying HR training needs and measures to be taken to meet them,

  •          Participate in the prevention of stress management, conflict management, inappropriate behavior, advise and support the HRCo and/or HR managers in the management of complicated cases, considering the context, security (according to the Field Coordinator's guidelines), and cultural awareness,

  •          Ensure that living and working conditions are adequate and validate the leave, accommodation, and reception policy for each mission, and ensure follow-up and implementation.

  •          Brief and debrief staff deployed on projects/missions managed by the Cell.

 

Communication

  •          Produce and participate in the analysis of statistics and key performance indicators for its missions.

  •          Share and capitalize on human resources experiences in the field with the human resources operations team.

  •          Participate in meetings relevant to the HR department (internal or external to WaCA) related to the Cell’s mandate.

 

Others

  •          When required, temporarily gap fill the positions of HR Coordinator / Managers

Job requirements

Education

  •          A Master in Human Resources in psychology, social science and or humanitarian development;

  •          Equivalent combination of education, training and experience will be considered

Professional experience required

  •          At least 5 years' HR experience, including 12 months' field experience as a project coordinator or human resources coordinator.

  •          Experience in setting up missions/new countries (recruitment, administrative registration, development and implementation of HR policies)

  •          Experience in designing HR strategy, policy and tools

Languages Skills (Required)

·       Working proficiency in English and French

Computer Skills

  •          Proficiency and excellent knowledge in computers and Microsoft office (Excel, Word, PowerPoint, …) and other HR software (Homere, Workday, Microsoft Dynamics 365; Odoo etc).
