Type of Contract: Fixed-Term Contract under Ivorian law; (6 Months)

Objectives
The objective of this consultancy is to ensure the effective implementation, coordination, structuring and operationalization of priority L&D initiatives at HQ level, with a focus on :
§ strengthening performance management practices,
§ developing managerial capabilities (manager-as-coach approach),
§ supporting the progressive use of L&D tools and frameworks,
§ embedding learning into day-to-day professional practices,
§ contributing to the structuring and consolidation of the L&D system.
Main responsibilities
Performance Management & Managerial Practices (Priority)
§ Support the rollout and effective use of Performance Management tools across HQ and missions
§ Finalize and operationalize practical guidance materials for HR, managers and staff
§ Facilitate sessions to ensure understanding and adoption of tools and practices
§ Support HR Coordinators (HRCo) in strengthening their advisory role on performance management
§ Ensure alignment between tools, practices and operational realities
2. Managerial Capability Development (Manager-as-Coach)
§ Design and deliver targeted training sessions for managers (HQ and selected missions).
§ Provide practical coaching and support to managers on :
§ Objective setting and review;
§ Feedback and performance conversations ;
§ Team management practices.
§ Support HRCos in strengthening their capacity to guide and support managers.
3. Rollout and Operational Use of L&D Tools and Capability Framework
§ Support and facilitate the progressive use and refinement of :
o People Capability Framework
o Learning Needs Analysis (LNA) tools
o L&D operational tools (guides, templates, toolkits)
§ Ensure tools are understood, usable and adapted to operational contexts
§ Facilitate their integration into performance discussions, development planning and mobility conversations
4. Embedding Learning in Professional Practices
§ Promote and support the integration of learning into day-to-day work practices, including:
o structured check-ins and reviews
o Debrief and reflection practices
o peer learning and feedback culture
§ Encourage simple, behaviour-driven approaches to learning at individual and team levels
5. Insight Loop (Light Learning Feedback Mechanism)
§ Design and pilot a light “Insight Loop” mechanism to capture structured feedback from referents, HRCo and managers following missions and key activities.
§ Consolidate insights on:
o capability gaps
o operational lessons
§ Ensure insights are translated into actionable inputs for :
o Learning Needs Analysis (LNA)
o L&D priorities and tools
§ Identify recurring patterns and contribute to early visibility on systemic challenges
§ Ensure the approach remains simple, practical and focused on usability
6. Coordination and Structuring of L&D at HQ Level
§ Support coordination and prioritization of L&D initiatives at HQ
§ Ensure coherence between L&D tools, performance management, and capability development approaches
§ Contribute to strengthening alignment between L&D, HR and operational priorities
§ Identify gaps, inconsistencies and improvement opportunities in current practices
§ Provide structured feedback and recommendations to the Head of L&D
7. Support to Strategic L&D Initiatives
§ Provide support to priority L&D initiatives, including the Gender and Inclusion Programme
§ Contribute to the design, facilitation and/or coordination of activities as required
Job requirements
Education
§ University degree in Human Resources, Education, Social Sciences or a related field.
Competencies/Deliverables
The consultant is expected to deliver:
§ Performance Management tools effectively rolled out and in use (guidance materials + sessions delivered)
§ Managerial training sessions delivered (with materials and participant feedback)
§ Coaching support provided to managers and HRCos (documented approach)
§ L&D tools and Capability Framework actively used and adapted
§ Insight Loop mechanism designed, tested and producing usable insights
§ Practical guides, toolkits and support materials developed
§ Structured analysis of implementation, including identified capability gaps and actionable recommendations to inform L&D priorities and decision-making at HQ level
§ Monthly progress updates
§ Final report including lessons learned and recommendations for the incoming L&D Manager
Professional experience required
§ Minimum 7 to 10 years of relevant experience in Learning & Development, HR Development or related fields
§ Proven experience in performance management systems rollout, managerial development and coaching
§ Demonstrated ability to translate frameworks into practical, usable tools and practices
§ Experience in rolling out HR/L&D tools and supporting their adoption in operational contexts
§ Experience in humanitarian or international contexts strongly preferred
§ Strong facilitation, coaching and stakeholder engagement skills
§ Ability to work independently, structure workstreams and deliver within short timelines
§ Experience working with managers in operational environments is an asset
Languages Skills
§ Working proficiency in English and French
Computer Skills
§ MS Office suite (mainly MS Word, Excel and Powerpoint)
§ Learning Management Systems (LMS/LXP)
